The main application file on an original Xbox game disc has an ".xbe" extension. It contains the program that is run when the disc is loaded by the Xbox. Xbox 360 game files have an .XEX extension.

Since XBE files are run on Xbox consoles, they are not meant to be opened on a computer. However, they may be runnable using an Xbox emulator such as Cxbx or Xeon.
